After long and deep thought, I think it's ................. the winding gear for the Thames Barrier.

I think it's at Duke's Cut Lock, the first lock from the Thames to the Oxford Canal - welcome because it's narrow and you work it yourself!
I agree with Adam on the location only I find it welcome when leaving the Oxford Canal to go onto the Thames!
